Dec 14 Binti Updates: Improved data entry in Licensing and more

Improvements
Licensing: New instructional text for editing assigned workers
Clear instructions added to the Applicant Data page to indicate that worker assignments should be modified via the Edit Application page.
Licensing: New instructional text for changing Applicant Name
New instructions added in the “Applicant Name” section on Edit Application to specify that any changes made should be related to the same applicant and should not be used to switch to an entirely different applicant.
Licensing: Move descriptive text above input boxes
When data entry fields have additional descriptive text, it will now display above the input box instead of below it, improving guidance for whoever is entering this information.
Licensing: Display changes to “Family Type” now appear in Application History
When “Family Type” is modified on the Edit Application page, the change will now display in Application History.
Fixes
Licensing: [FIX] Waived agency forms now display properly in Application History
Previously, for agencies using Caregiver Documents 2.0, agency forms did not show up in the Application History when waived. Now, waived agency forms will display as expected.
Licensing: [FIX] Appeals no longer display twice in License Appeals Report
Previously, some appeals displayed on the License Appeals Report twice. Now, appeals will only display once.
Placements: [FIX] Blank caregiver placement preferences will no longer overwrite agency worker selections
Some agencies utilize the feature allowing caregivers to select their placement preferences through the applicant portal. Previously, if an agency worker approved preference requests and the caregiver left any preferences blank, pre-existing selections made by the worker in those categories would be deleted. Now, if a caregiver leaves any placement preferences blank, the worker's existing selections for those categories will remain unaffected.
